WP:COFAQ#ENGLISH говорит, что любой из них может использоваться при обсуждении неамериканских и небританских тем. Это означает, что Европа в целом может придерживаться любого стиля, если статья последовательна на протяжении всего текста. Обычно это означает, что после того, как американский или королевский английский был выбран для статьи, он остается таким. Хотя в этой статье Румыния указана как место устья реки, координаты устья находятся в 6 км к востоку от румынской границы, что помещает конечный пункт реки прямо на территорию Украины. Дельта, конечно, огромная и содержит множество разветвлений в обеих странах, но, судя по маркировке Google Maps, основное разветвление/рукав (по сути, не обозначенное как разветвление) следует вдоль украинско-румынской границы до точки вдоль ее течения в 6 км от фактического устья, где граница уходит на юг, значительно отодвигая границы Румынии к югу от реки и значительно севернее границы Украины.

На момент написания вами этого вопроса текст, на который вы ссылаетесь, гласил следующее: «река протекает через или касается границ 10 стран: Румыния (29,0% площади бассейна), Венгрия (11,6%), Сербия (10,2%), Австрия (10,0%), Германия (7,0%), Болгария (5,9%), Словакия (5,9%), Хорватия (4,4%), Украина (3,8%) и Молдова (1,6%)» - вот список:
