В рекомендациях WP:AATF указано <year> <airline> <aircraft> <event> (или, в данном случае, оператора вместо авиакомпании), поэтому место (Иркутск) избыточно, и поскольку название само по себе достаточно громоздкое, я предлагаю крушение Ил-76 МЧС России в 2016 году .
