Ce monument n'est pas l'Arc de Triomphe, mais le Château d'Eau édifié dans la 2e moitié du 18e siècle par Jean-Antoine Giral. Il recouvre le réservoir d'eau qui constitue le point d'arrivée de l'Aqueduc st Clément. L'eau des sources du Lez amenée sur 14 kms de canalisations et qui aboutit aux Arceaux, partie aérienne de cet ouvrage réalisé à partir de 1753 par l'ingénieur hydraulicien Pitot, devait alimenter la population toujours croissante car la nappe phréatique, providentielle à l'époque de la création de la ville, ne suffisait plus. Trois fontaines monumentales furent alors élevées pour alimenter la ville. Elles sont toujours présentes aujourd'hui : - la Fontaine des Licornes sur la place de la Canourgue (1773, oeuvre d'Etienne d'Antoine) - la Fontaine de Cybèle sur la place Chabaneau (1776, oeuvre de Journet)
